In my opinion, this world is divided into two parts: the civilised world and the uncivilised world. If I had my way the former would refuse to treat with the latter - in any way: provision of economic and health support included - until they also can become civilised. Moreover, I would prohibit immigration from any of the uncivilised countries, because otherwise it is possible that we, too, would be dragged into the uncivilised world.

Only partly correct, IMHO. They will behave like savages, not animals, as animals don't bahave like that. Animals only act on instinct and for survival. These people's actions are premeditated and gratuitous.
