Will ballast+sand make a suitable screed

Im looking to bond on a 40-50mm screed to my dusty garage floor.

I have half ton of sharp sand and 4 tons of ballast lying around and want to make use of it rather than buying more in.

Will this combination make a suitable screed if trowelled flat ? (using cement slurry bond)

The problem with using large aggregate concrete as a screed is it becomes unworkable both because of the water content and the aggregate itself.

Just use sharp sand and cement.
