Window leak poor flashing?

We have a leak above our ground floor bay window. I've had a look at the flashing on the first floor and wonder if the rain is pooling on the exterior sill and then finding a hole. It's raining tonight and leaking. Is there anything obvious in these photos to see the problem?

They look like upvc windows on a lead tray/cill . Is that right? If so where's the drainage? Can't see any face drain caps/holes and gaps between bottom if window and cill is sealed so if frames are concealed/base drainage the water can't get out
 
Yes its upvc. Opening up the window there is drainage internally but where it drains to outside is a mystery.
 
Sounds like it's be made for drainage. Do you know how long the windows have been in, as sounds and looks like concealed drainage, which drains out the bottom/underneath of the frame . As its sealed to the leadtray/cill there is no where for water to escape and I very much suspect it's going into your walls and thus you bay below is leaking

We've had the property about 2 years and the windows and other bits were done about 10 years ago. I'll do a little test and pour some water inside the window frame into the drainage and see if it leaks downstairs. I'm assuming probably removal of the windows and do it all properly will be the solution?
 
Unfortunately yes that's the correct way.. might take a bit of water before it leaks though
