Window sill

Hi all. I’m wanting to install a new window sill in the attached picture area. I’m just a bit confused and would appreciate help. The current sill is concrete blocks, so I’ll be installing the new wooden sill on top of this. I’ll also be removing the secondary glazing as seen in the pic. What’s confusing me is can I also remove the bar of pvc which is in front of the window (the one with the black squiggle on it)? I don’t know why this is there, and stops me from installing the new wooden sill up to the window. Also, any problems installing a wooden window sill on top of the current concrete blocks? Thanks!

Late 70s secondary glazing removed so strip covers damage left when removed maybe.
Could also be damage to sill when wooden window was removed. Strip covers that
 
It's likely just siliconed down, pull it off and see what's what.
Beware of any draughts or gaps, and make sure you sort them before putting your new window board in.
Putting a thin layer of insulation board underneath might be prudent. 10mm or 6mm tile backer board is handy for this sort of thing.
