Window Sill

Recently took off the window sill in the kitchen and noticed that the brick-work underneath is slightly wet. Before i put on a new window sill, should i treat it??

i would have thought curing the cause would be a better idea
 
I know the cause... it's because I dont have double-glazing and the old window frames are letting water in just slightly.

When I can afford double glazing, that should solve the problem. But in the mean-time I need to make some initial repairs.
