Windows with no handles

Hi there

have recently moved into a new commercial building where it seems that the downstairs windows handles have been removed and i think some sort of small locks fitted in their place.

Before i remove the lock and try to fit a handle in its place, i thought i better sanity check that i have got this correct.

has anyone seen this before? i dont want to end up with a window that i can then shut!

Why remove lock? Just add handles.

i wa sthinking they had taken the handle off and swapped it for a lock so i was thinking to reverse this
