wiring 2 lights in kitchen from 2 switches

ONE OF THE SWITCHES A IS ON ONE SIDE OF KITCHEN AND OPERATES 1 LIGHT AND IS LINKED TO ANOTHER SWITCH B ON THE OTHER SIDE OF KITCHEN WHICH SWITCHES SAME LIGHT . (I CAN GET NO ACCESS TO KITCHEN CEILING)

SWITCH B ALSO HAS A SWITCH TO OPERATE 2 DOWN LIGHTS

MY QUERY IS CAN I MAKE THE 2 SETS LAMPS COME ON USING THE THE 2 SWITCHES THAT ARE 2 WAY I.E. 2 WAY OPERATING 2 LAMPS.
IS IT CASE OF JOINING BOTH COM AND NEUTRAL TOGETHER AND USING THE BLUE WIRE TO SWITCH BOTH ON AND OFF

Probably.

It is likely (though not always so) that this could be done by altering the wiring at one of the downlights.

You say you have no access to the ceiling but the wiring must be accessible from below.
