Wiring a circular flourescent tube

Advice required on how to wire a circular Sylvania GTE 22W tube.
It has 2 yelow, 1 white and 1 blue wire in the connector block. I believe this tube does not require a ballast resistor.

Are the L, N & E terminals on the light fitting not labelled?

There are no markings on the tube connector or the wiring connector.

You are wrong, a ballast is required.

You cannot use this tube without one.
