Buy a steamer, a dragon's teeth device to score the paper, a big long handled scraper from Harris, and a pack of paracetamol.
It will come off, but could be stuck to a crumbling plaster as a bodge.
If you're lucky, it was just because plain walls were out of fashion.
There's a risk of buggering the plaster, but patience is the key.
I use a wallpaper scraper and get off as much as possible dry. Really get at it, then garden sprayer coat with water. Coat several times every 15mins until soft then scrape the rest off
