worcester 27 cdi heat setting

Hi i had this boiler fitted in my house last year and the heating is set to 4 on the boiler but have just had this boiler fitted at my work as well and the plumber has set the heating to max on the boiler he said this is the best way to run it and will be the most efficient is this correct should i change mine. thanks
