Worcester 28si hot water only warm

I recieved a service call to a C1 (28si) the fault was the hot water was only warm on inspection all appears working ok. I checked gas pressures on low and high firing and all was ok, the heat exchanger is clear. On checking the mains temperature it was 1.C could it be the boiler is struggling in this cold weather ? CH works fine and no fault light indication

note this model has no diverter valve, it has a twin heat exchanger

Well if you did not measure the flow rate then you will not know!
