It has nothing to do with the power of the boiler. Vessel size is dependant on system volume including pipes and boiler volume, AND dependant on the system static pressure and on the PRV setting. However it is impossible to have a vessel that is too large.
As a guide only, if you have a PRV = 3 bar, and systen static pressure = 1 bar (and that will give you a 4 storey house) the vessel is around 12% of the system volume.
