Wworcester Bosch combi boiler

We have a worcester bosch combi boiler installed in the garage. In cold weather it fails to fire up first thing in the morning. I have to go in the garage and switch the supply off and on several times before it works. I have had local heating engineer look at it but he cant find the problem. Any ideas?
