XP telephone dialler

On all previous Windows OS I have found a phone dialler in Accessories folder. It does not appear in XP and It is not in the windows list in Add/Remove Windows components. Anyone know where to find it? Also, if I can get the dialler running I would like to use it for text as I have 100 free texts per month on my landline. Can anyone help with this? TIA
