year wire colours changed?

What year were new colours adopted for wires/cables?
What year DIYers restricted on doing their own wiring ie kitchens/bathrooms?

Thought the restrictions came in later near 2000
 
If you are trying to 'date' an installation from the colours, then be aware whilst 1st April 2004 was the 'new colours' date, there was an overlap period to let cable manufacturers/retailers/installers etc get rid of the old cable...

The IEE said:
The amendment to BS 7671 will permit use of the new conductor colours for fixed wiring commencing on site from 1 April 2004. Continued use of the old colours would be permitted until 1 April 2006, after which time only the use of the new colours would be permissible. During the two year transition period, it would be permissible to use either the new or old colours, but not a combination of both in the same installation work.

I fitted my kitchen in '98/99 and I,m sure that the new colours were just arriving then, cables I mean
