Move the rod to a better site, install a longer rod, install a second rod, check the connections at CU and at the rod itself, upgrade earthing conductor if undersized.
You need to check to ensure you have nothing that is increasing the Zs between the CU and the earthing system (poor or corroded connections). What you do thereafter depends on your geology. If you can get a longer, fatter stake in, do so. If you can't, which can be the case in parts of Cornwall I believe, you may be in to getting in specialist contractors to lay earth grids or any one of a number of other possible solutions.
