brick under render crumbling

I'm in the process of removing the roughcast render from the west wall of my house. I've found in places the bricks are pretty crumbly, I would think due to water getting in. for some bricks 10-20mm is coming off. What should I do, just take off the loose brick and then fill it up when I put on the scratch coat, or is there a treatment I can apply to the bricks to help then?
