You've edited your post since Nose replied so his response looks a bit nonsensical you noughty boy.
Anyways 3.8m² @ 100mm is 0.38m³. So you're going to need about ¾ tonne of concrete all in. I find a piece of 6"*2" is normally pretty handy as a tamping bar.
Indeed I missed a decimal place it is 6.1cm by 6.1cm to give the ~3800mm, 3721mm² to be precise that he alegedly has to cover. A couple of handfuls and a small trowel will get that nice and flat
