Issuing Gas Safety Certificate & requirements

Can a safety certificate be issued for an installation that was installed by an unknown person?

for example, if I buy a house to rent out, and it has the gas heating in place, but there are no record of who carried out the original installation, so if I want to rent it out, I will be needing a safety certificate, would there be a problem in the real world we live in, where it cannot be traced who did the original installation.

Does this mean I will have to rip out a good safe working installation and have it re-installed by a proven gas safe engineer/installer before a safetry certificate can be issued?

Very unfortunately a Gas Cert is a snapshot view of the situation on that day.

Unscrupulous landlords ( you ??? ) take advantage of this and fit boilers or get unregistered people and then just get a gas safety certificate.

Of course these boilers are not registered with the local Building Control as required for any controlled activity so an offense is being committed by the owner.

Because the Benchmark certificate has not been completed then many manufacturers will not operate the warranty if anything goes wrong.

Unfortunately, it is not the fault of unscrupulous landlords, because they are being ripped off left right and center, by nearly every trades person, the tenants, including some gas safe registered installers, that is a fact, it starts from the minute you buy a house as an investment, one is probably better off investing their life savings into other things like Gold bullion!

Stocks and shares I would never trust with a barge pole, the rich fat bankers, evil politicians who manipulate the economy, make silly laws such as making it illegal for any competent person to carry out their own gas appliance service, leaves us at the mercy of you guys, gas safe engineers who knows our handicap, the law is on your side and not on our side, and you could easily exploit this law to its max if you wanted to, because let us face it, many of you can fix a problem on a control board, but you won't because it is easier for you to get hold of a new board at our expense, rather than spend may be an hour or two to diagnose a faulty board and repair it where it can be repaired easily, but you guys will just replace it because it doesn't cost you anything, it is us who have to pay an arm and leg for a new board, a simple fault that could otherwise be fixed by a good decent honest engineer are as rare as 15 year old virgins, I have been through this all rip off society.

The tenants aren't blameless either, they can choose to stop paying us rent whenever they want, and we can't do sod all, we might politely ask them if they are having any issues, but they won't even answer their phones, this leaves us no choice but to hire a lawyer at our cost, when they are behind rent by several months, you then have to give them a written notice of at least 2 months to leave, when they don't leave you then have to take a Court order, this means by the time the hearing takes place and a court order is issued, you have lost 6 months rental payment, and then tenants don't respect Court Orders either, so you then need the Court to order Bailiffs at our cost! suffer even more losses!

And then when the tenants leave, you are left with a heavy repair bill to rectify the damage to the property, refurbish the place at our expense for the next new tenants, that we all hope are going to be decent!

Give them a nice clean house, with all appliances fully working, steam clean carpets, and when they leave it is nearly always left in a mess. All this costs us money, the money that does not grow on trees!

Now the new law requiring many landlords to register for compulsory licensing and is not free! The local council now wants 500 quid to license all private landlords, we have to register before the start of the new year or we would be breaking the law,

our blood is being leached off all the time! not forgetting the lavish 10% commission the agents take each month plus VAT at 20% and then if a washing machine goes wrong, they don't just send someone to repair it, they just order a new one!

Every decent effort we make to survive goes against us. Hence why we have to often act just as ruthless as the rest of the rip off Britain!

Wait until you become a landlord, and if you were not a registered gas safe engineer, it will be extremely rare that you might get a good decent tenant.

Don't forget many short stay tenants who stay may be 6 months, or a year at the most, each time they leave, you need to pay the agents new setting up charges! no one sees this! [/b]

Just because you think the world is ripping you off, it does not mean that ALL boiler engineers rip people off.

I give a lot of free advice on forums! How does that constitute ripping anyone off?

There is no way that a criminal record has any effect on gas registration.

It could be argued that a landlord has keys to where his tenants live and the risk of him doing something criminal is higher because he is in a privileged position with keys to tenants flats etc.

This licensing of landlords, is it only for HMOs ?

Blimey it seems that you are not suited to being involved in the property rental game!
What about racehorses, spread-betting or everything on black at the Casino!
Some of my customers rent properties but they are difinitely not ripped off!
 
Sorry Agile, it is my fault, I made it sound like you were also one of them scrupulous engineers! apologies mate! I did not specifically say that you are one among the bad ones, but you wrote " Unscrupulous landlords ( you ??? )" and similarly for your record, I am not one of those scrupulous landlords, (without praising myself) I am among the best landlords that any tenant can hope for, believe me so many of my ex-tenants are in such a good relationship with me even years after they have left that they still invite me to their private functions, because I had never treated my tenants as "just tenants", I treated them as friends, or like I would treat my own family members, and I would bend backwards to help them,

Most importantly for me their comfort and safety has always been a top issue, and I gave them the best I could, even to the extent I often knocked their rent down if they were facing hardship, for a good few months. as an example, a young couple were facing hardship, so I knocked the rent from 500 quid a month to 100 quid a month for 3 months!, who would do that?

I treat renting accommodation as business with pleasure, They are my clients or my customers, and I must give them the best customer service. I treat them like any business would welcome customers, but even much more, and whenever I visited them, that is when they have a problem to fix for me, like leaky taps etc, they never send me back without offering me lots of teas and coffees, they didn't just treat me like a Landlord but as a good friend! How many times forced me to join them at a dinner table!

But whilst being nice to a few, there comes a few bad ones, but may be it is not their fault after all, no one took advantage of my soft touch, but then again if their personal circumstances changed,(i.e. another single parent tenant with 2 children found a new love in her life, and so moved him in, started to co-habit with her new partner and ended up loosing her housing benefit when the local council found out!

She lost her entitlement to housing benefit, and so this new relationship cost her her housing benefit, unfortunately I was the one who suffered from loss of rent for well over 6 months, they couldn't pay me rent for 6 months as the council stopped her benefit, and on top of that the local council clawed back a further 3 months rent as she did not tell them of the changes in her circumstance, when she should have!

The Council, instead of asking her to re-pay over payment, the greedy council flexed its legal muscles and ordered me to pay back her rent back to them or they threatened to take me to Court when i tried to resist!

Councils never bloody want to loose out! they don't give a toss about society, , but for some reason we are all tared with the same brush!

When a Council stops paying housing benefit, the effected tenants cannot be helped by the Homeless unit because they would only help those who have been given a court order, so in the end I had to take the good tenants to a court for them to be re-housed by a homeless unit, or offer them Free Accommodation for life at my discretion! LOL I wish someone could offer me that and I won't have to worry!
 
yes of course you can get a safety cert, & after reading through your war & peace rant, no RGI repairs pcb's they are a replacement job everytime unless you want to pay someone to sit there for 4 hrs testing every little diode, not exactly cost effective
 
Hi Mike, I know where you are coming from, I am a landlord & also a RGI so I see this from both sides as I work for three local letting agents who I trust & they trust me, councils are a*** h**** if they hadn't sold most of there housing stock at a rate subsidsed by the rest of us so many private landlords would not be in business, but don't get me started on all those issues.
The answer you were looking for before you were handbagged by the landlord hating Tony was can you have a certificate without knowing who installed the boiler, yes you can

yes of course you can get a safety cert, & after reading through your war & peace rant, no RGI repairs pcb's they are a replacement job everytime unless you want to pay someone to sit there for 4 hrs testing every little diode, not exactly cost effective


I was only going by the fact a friend is a Gas Safe engineer, often hands me old PCBs and asks me to fix them those I can, and I found to my horror that many did not even have any faults on them and others had minor obvious faults, like dry joints on transformer pins, yes I don't expect gas safe Engineers to be Electronic Engineers and fault find down to component level, but if they gave these boards a little peak, you can often see the obvious cause, like dry joints around connector pins etc.
 
Why do that when you can charge £300 for 10 mins work?

Yes ...... I have no idea who installed many of the jobs we do gas safety records for nor do I have little interest

All im intrested in is that the appliance meet the current regs and that I get my money

Agile ............. My mum used to say if you cant say anything nice dont say anything ......... My old mum was quite wise!!
