render retaining wall

I am looking to render this retaining wall, used to have beds in it and behind it. Debating between silicone render or just render and painting? I presumed as it was outside it didn’t need DPC however I may have been mistaken?

Any advice of how to render/make it look presentable?

Moisture (uk climate) will kill the appearance of it fairly quickly, but silicone type although more expensive may fare slightly better and at least wouldn’t need painting the first time. I’d line the back side of the wall with dpm and keep the render off the ground to give it a slightly better chance.
