It is. They just said the radio he was ringing around European leaders asking for advice on what to do about the tariffs.

Trump does know what he is doing
The tariffs are not economic, they are political
Trump is a childlike bully, America is the largest global economy and Trump wants countries to have to crawl to him to beg.
Also Tariffs make ordinary citizens impoverished, so it gives Trump power over the people.
Trump can play around with tariffs to target specific industries so he can force American companies to beg.
Tariffs are just a tool Trump can use to exercise is his vindictive, spiteful, bullying personality.
You really have to question the character of people who support Trump
