I cant see its been mentioned but shouldn't one have the fixing bolt running inside a tube to transfer the pressure to the masonary to avoid crushing Tha insulation?

My approach would be to lock the thread against the rawl anchor then again lock the eye against a plate on the exterior of the cladding/insulation which would spread the load and under normal circumstances presuming it's celotex type insulation, should spread the force fairly well.
However it's down to how you want it to look after the jobs done.
You could get away with it altogether and just lock it off against the rawl anchor. Again to do that id guess roughly the position of the locking nut, lock two nuts together there then lock them against the anchor with a screwdriver or podger through the eye.
