1984 Kitchen wiring

I recently bought a house and am fitting new kitchen units and sink. The previous owner had the house rewired in 1984 and left an envelope containing the invoice for the rewire by the Midlands Electrity Board and a wiring diagram. The kichen wiring is part of the downstairs ringmain.
The kitchen is 3.2m wide and 4m long with two double sockets on the left wall and two double sockets on the right wall all set in the wall tiling above the work surface.( 3 rows of tiles )
When I removed the existing worktop and kitchen units I saw that all the wiring (2.5TE) to the sockets was clipped to the wall except where it went under the wall tiling where it was sunk into the plaster.
Was this legal in 1984 and as I'm not altering the electrics is it legal now
