The service head at first glance appears to be a 3 phase, the meter is only single phase at the moment. If all is well, you should however be able to get your Distribution Network Operator to upgrade it to a 3 phase one. You'll obviously need a 3 phase distribution board installed which is really a job for a sparky.
I'm hoping that them wires dangling about on the 2nd pic are all dead!!

as others have said it looks like you have a 3 phase head.

ring your electricity supplier, i'm pretty sure requests for work like this have to go through them even though they won't be the ones ultimately doing it.

what i'd do is get your electrician to replace the CU with a 3 phase board and put all the live tails in a henly block to connect to the existing single phase live, then the supplier can come in, remove the henly block and put in the new meter.
