Have you changed any wiring elsewhere or ONLY at that switch?
 
Just there - i just wanted to replace the tired old white plastic switch with a shiny new one in keeping with the newly decorated room.

Did you turn the problem one on and off a dozen or so times as I said they do stick when new? And if it stuck in the contact close position you will get the affect you are talking about.

I take it you did try the cables in the opposite gangs and the problem stayed in the same gang but other light. Just to confirm there are not wiring issues.

I have done - still no joy. Seems pretty conclusive.
Even as you suggest, having swapped the cables to the opposite gangs, same problem just with the other light.
