So if I can’t un jam the stopcock how would I go about changing it, as its an old 1/2 inch pipe?
15mm pipe and fittings are fully compatible with old 1/2in pipes and fittings. So are 28mm and 1in ones.
It's only 22mm pipes and fittings that aren't fully compatible with 3/4in ones, and need special olives in 22mm compression fittings to seal to 3/4in pipe.

After the WD40 has soaked in, slacken the stuffing box nuts off half a turn and wind them back an forth for a minute or two before trying to turn the spindle.

Before you do … if it were me … I’d ask the local water authority in our case, Yorkshire Water, to identify where the on street stop tap is and if it’s not operational get them to fix it.

Thanks for the thought. They did that a couple of years ago.
Plumber has changed the taps now.
