2 way switch issues

Hi guys do my tenants moved out the other day but I noticed the staircase lights ain't working, so I took a pic of the switch in not sure if the old tenant has tampered with the switch, I've tried calling him but he won't answer. Can anyone please tell me if this switch has been wired correctly? I've tried changing the light bulbs and still not working.

That looks normal to me.
Does the other switch on that faceplate work (I guess it's for the hall light)
If it does then it proves you have power to the switch so you need to look at the other 2 way switch or the light fitting.

As Mikey says, that switch looks OK. The feed comes in via one cable and the other wire is the switch wire for the one way light. Meanwhile, the feed is looped to the adjacent switch with a pair of strappers for the two way.

What you need to photo is the wires at the other two way switch, the second switch that operates the staircase light.

Looks OK, as previously asked does the one way switch (left one with 2 holes in use) do anything on the other 2 gang switch

No it doesn't work neither of the light switches are working
 
So both hall and landing lights don't work at all ?
If so have you checked fuses / circuit breakers at the consumer unit / fuse board ?
Have you got any electrical test instruments ?
 
Both sets of switches, as connected, look as if they potentially could be correct. You need to check at that first switch, if it has a live present, at the twin switch, the terminal which is looped across to the second switch gang.
