Without the head fitted, the valve will pass irrespective of where you have placed it. In use, there is always tension on the ball either from the spring return or the driving of the synchron motor.

Replaced the head, getting voltages as to be expected now but the valve is still passing heat all ways not matter what I have set (e.g. How water only, gives me CH and HW, same with CH only) so bottom half of valve also U/S by the sound of it
