Yes, of course.....I suspect the holes in the shoe are bigger than 8mm but it’s a while since I’ve used them.
Obviously it’s the bolt diameter here, not the diameter of the rawlplug itself.

It is about the surface area of the rawlbolt spreading the strain to the slab, too small and the rawlbolt will just split the slab or crush the stone on the upwind side as it were.
