OP mate - take the advice given - abandon the idea of papering a bathroom ceiling! Its nuts! Get it painted properly like 99.99% of the population and you'll have much fewer problems!

For all work required to prep and paint the ceiling you would be better off having the ceiling plastered. The ceiling could be glued and skimmed over. It would also give a better finish and save you the hassle of sanding and prepping it.

An extractor fan in a bathroom is a 'must'.
