another part P question

my dad plans on re-wirin his house 1 room at a time (which will; prob take 3-4 month to fully complete). if he was to start the re-wire before next year, would he still have to comply with part P from janurary?

If the work is started before Jan 1st 2005 and finished before April 1st 2005 then it is exempt from Part P
