Are these quotes correct? And true purpose of inner felt?

Thanks for advice all.
Had another roofer look today who said they can remove the tiles only around the affected felt and replace that. Fraction of the cost of previous quotes. Still require scaffolding as a porch underneath but understandable.

I think its the scaffold that adds a lot to the quote.
