Dismantling and demolishing buildings, roofed or clad with asbestos cement sheet, presents special problems, especially if they are old and crumbling. Many asbestos cement products, such as roof sheets, cladding, drainpipes and gutters, are located at height and therefore present a risk of falls. Asbestos cement sheet is a fragile material, and people must not walk on it. You cannot rely on it to support the weight of a person, even with new sheets. It is important to emphasise that falls from, and through, fragile roofs are a major source of deaths in construction work, and precautions to prevent such accidents should be given priority. Licensing

Waste
Asbestos waste, defined as containing more than 0.1% w/w asbestos in the waste, is subject to the waste management controls set out in the Special Waste Regulations 1996. go to your local tip you will find a closed skip with opening that are sealed by strips of plasic curtain, when you open the curtain particles are released, this is within regulation same as the removal
if you look into the skip you will find several ton's of the same waste without bags and wrappers the law guide and regulations are aimed at higher % and not crystal clear if you have any doubts what so ever contact your local council who will tell you in laymens terms.
ollski its fine refering to material but make sure its all aimed at the same thing the info from teh web is aimed both at high content and low content that is diferent in regulation.
ive been down this road and have had asbestos removed along with checking of regulation with the local authority who are able to confirm 10% cement is fine as it is in cement.
