Bad patio

Answer has been sort. The base of the patio is retaining moisture and has not been construced properly. You can tell by the 2 tone colour of the slabs.

It will probably need to come up. They are Marshall slabs. This is making the wall wet.

How will a correct base differ from an incorrect one and how will the corrected base deal with ground water?

Once the slabs are laid on top - ANY slabs, then the seal is complete.
 
Thanks Noseall. The person said that due to the poor base it is retaining moisture and not drying out as it should. It would appear on clay soil he has not dug down enough. So when the water table rises it soaks up through the shallow base. This is causing the strange slab colour.

The same slabs installed by someone else at the front of the house are the normal Marshall colour. I had not even considered this before.

Maybe digging down enough around the edges near the house would solve this.
