Barcelona cycling on & off

As this Forum is well aware this boiler can try the best of us.

The Barcelona is 3 years old, installed in the garge running 14 rads(system boiler model).

My main problem is that the boiler wouldnt heat all the rads at once. The customer is switching on an off rad to get them heating correctly. The boiler starting and stopping every couple of mins even when there is demand. There is only trv installed.

I think the problem is starting at the pump. (the pump only runs when the boiler start up)
