Well yes, touching live parts is generally not recommended in an earthy environment. But having earthed metal around is one half of a lethal circuit, so I would suggest minimising the amount of it around.

If the impedance between the metal and Earth is low then ( hopefully) the current through the person will be enough to trip the RCD before irreversible harm is done to the person.

If the impedance between the metal and Earth is high enough to prevent more than a milli-amp or so flowing through the person then "tingle will persuade and allow the person to stop touching one of the contact points ( the metal or the Live item ). Allow as the muscle spasms will be minimal.

The hazard is when the impedance between the metal and Earth is such that the current through the person is enough to cause irreversible harm but too low to trip an RCD.

Pure water may be almost non conductive. What is the impedance of wate circulating through a central heating system ? That is far from being pure water.

It all comes down to risk analysis at each location. or a book of rules / guidelines that almost fits about 90+ % of the possible situations.

Good analysis there! My only comment is that central heating water full of magnetite and whatever else still won't conduct significantly.
