I have these ugly exposed pipes in my bathroom. Social housing and I'm trying to get the housing to box them in but I keep getting fobbed off. I can't drill or make a box myself so either I'll have to pay to have it done or some kind of idea to cover them as best I can.

You can buy off the shelf pipe encasements that would need attaching to battens fixed to the walls, or otherwise it would be quite common to fix some battens to the walls and then fix some plasterboard to those to encase the pipes.

I would have thought that they woud need to be accessible for maintenance reasons which is probably why you are getting fobbed off. But to be honest any boxing would look just as ugly. Hert's suggestion of painting it the same colour is probably the best solution if it really is a problem.
