The float level out of the box is usually set pretty well. Is the float touching the side of the cistern and that's stopping it moving by itself?
The guide is, the further down the float is set, the less water in the cistern, higher up more water. There should be a horizontal fill line on the back wall of the cistern, that's what you're aiming for.
