Baxi Duo-Tec Combi 24 Boiler - HEATING RESTART ISSUES

Hi everyone,
Everything works fine until water is drawn from the hop tap.
The heating switches off (the heating light goes out) while the hot tap is open but it does not return when the tap is closed. It takes a few times opening and closing the tap before the heating turns back on (the heating light comes back on.)
Also in the mornings when the thermostat switches the unit on the heating will not start - again until the hot water tap is opened/closed a few times.
Any ideas most welcome, many thanks.

Water flow turbine sticking, follow cold inlet pipe and you will see a red light glowing when hot water tap turned on,should go out when tap closed

That was my thought but would it not also show a HW demand light
