The TV licencing in France is very similar to UK, except there is no discussion on reducing or removing the TV licence revenue for about 5 stations.
As in UK, you don't need a licence if you only watch on demand via a computer or Phone. Otherwise the fee is collected automatically with your home tax each year. It's slightly less than UK fee at about €120
In Germany, it's much more onerous, and even a hermit living in a cave with no TV or radio pays the 'licence' fee. It's quite a bit more than UK, at about €220. As in France, there is no discussion on reducing the financing of public channels.
So, in comparison, in UK, it looks more like an opportunity for the government to retain the licence revenue, and defunding the BBC.
