Further to above, taxi drivers are required to wear seat belts whilst they have no customer(s) in the vehicle. The are allowed to not wear a seat belt whilst having customer(s) in the vehicle as the seat belt could be used as a means of restraining the driver by a rear seat passenger. This would provide an opportunity for robbery, violence, etc.
