Bespoke photoframe

not sure if this is hardware or software, probably a bit of both...

but i have a flat screen pc monitor, and a lot of photos on an external hard drive. And i'd like to connect the two together to produce an electronic photoframe. How do i drive the processing? Can an EHD run a slide show to a monitor?
