Best way to connect timber and steel to a packed beam?

I need to connect a steel post to a steel already in place. SE has specified 4 m16 bolts for the connection. That in itself is fine, I would just drill the steel and bolt up, but the steel has already been packed with timber - just to sense check myself, should i be notching out this timber for the bolt/ nut, or is there a better way?

Similarly, i'll need to put a wall plate on top of the steel - what's the best way of attaching this? I feel like notching out loads of pockets for bolts isn't great, as the floor below is hung on this packed timber.

Remove the packing, bolt up and replace to maintain continuity for fire resistance, then fix plate where the feet won't interfere

I can't do that unfortunately, as the floor joists are already in in the floor below

Drill some 7mm-10mm holes and screw into your packing timber.

Would this be ok for building regs too? 7mm wood screws straight down into the packing i'm guessing.

Would it require any straps?

No straps.

Use quality screws, Spax or similar (cheap ones are brittle) or use coach screws.
