Apply two coats of the alkali resisting primer
It could be something as simple as a little bit of oil based paint was on a brush or got on a brush or roller somehowThank you
This reacted to the plastervin just this tiny area and caused the recurring blistering or non adhesion etc
Or a spec of oil or grease got into the brush or roller used to initially cover the plaster ......and bingo .....there is the reaction
Sealing this area an inch or so around the patch with two coats of the alkali primer ....allow full drying between coats .....then repaint
