I have worked for NICEIC AC firms, and currently work for an ECA firm.
I agree that the way they assess the company as a whole is a little odd to me. I know the onus is on the QS to ensure his lads are doing a consistantly good job, but in the real world all he does is counter signs the certificate and takes it on trust which can often be mis placed.
A better system to me would be similar to how the JIB card works now, but introduce it right accross the trade.
