I read your text as saying you are paying per block (which is not a usual charging method) and he is now charging an additional amount for the window hole where there are no blocks.
Suggest you highlight original agreement of 'payment per block', and that there are no blocks in a window. But if the rest of work is good and to standard be ready to go say halves so job is finished in a pleasent manner.
Note that he might highlight cost of the lintel that is needed to make the window hole.
