my neighbours boiler flue is opposite my dining room window and back door so the fumes come into my house when door or window is open. Is this safe?

depends on the distance the manufacturer gives for opposing boundaries,i would check that out first

A flue should not be discharged towards a boundary closer than 2.5m in a way that causes the gases to cross over teh boundary.

It can be classed as a nuisence.
