Sorry guy's for taking so long to grasp this, but I think I've finally got it.
The only time a cavity tray would be formed at DPC level is if Radon protection is required, therefore creating the cavity tray from the Radon membrane.
The reason this has confused me so much is because I have been on site a few times and watched Bricklayers form cavity trays on an in-situ oversite when there was no need for Radon protection.
Due to this I assumed that a cavity tray at DPC was a normal procedure.
The reason I have had problems with this Bricklayer is because I didn't know the exact procedure of a cavity wall detail at DPC level and the Bricklayer had never come across this setup himself.
