The lead flahings do not look like flashing, they are soakers. Stepped flashing should go over them.

I have now numbered the pics and added a title for clarity. The numbers are visible when the photos are opened.

Sorry not to come back sooner, been away. Soakers can be lead or often zinc, they go under the slates. Flashing goes over the slates and should be continuous. In your situation water running down the chimney stack will run over the soakers and under the slates. The correct procedure is to use both soakers and flashing.
 
Nah, there are soakers there as well as the cover flashing- in Pic 10 you can see them behind the cover. Agreed the cover flashing should be continuous- looks much neater to start with and uses less metal- but looks as if there's enough overlap on those pieces.

Ended up getting the Chimney rebuilt in the end and have have no further problems so far.

I recently took down a chimney, where the flashing looked fine, if a little old.
However just under the flashing, once it was taken below roof level, it was sopping wet!
