The previous chap has used a non potable expansion vessel only designed for CH systems. There is usually inhibitor in those systems so stops the EV from rusting.
Potable EV's are usually either S/Steel or Aluminium.
Get shot of the ones that blamed your cylinder and make sure that whoever is doing the work is qualified to work on unvented cylinders. I'd also be be tempted to get in touch with the previous guy and getting him to replace it FOC, ridiculous error for any qualified pro to make.
